Honestly i wish i could help you, but i am not using plain wmii. I am using pywmii. There tags are always displayed in the order specified.

What is so cool about FVWM?

It's the most flexible WM here (Floating) it can behave for example like OpenBox but it's configuration it's for many people difficult and painful.
