According to wiki, if I copy /etc/wmii/wmiirc to a "local" place then I can make all changes in wmiirc_local file, but when I restart wmii, it shows a blank panel with no answer for key bindings, just the mouse.
wmii is reading only /etc/wmii/wmiirc, how can i change this?

Have you tried renaming it to just ~/.wmii/wmiirc - the "_local" suffix seems mighty odd...
#edit according to the man page, it should be ~/.wmii-version/
$HOME/.wmii-CONFVERSION

Jason always comes to my rescue!
Renaming ~/.wmii/wmiirc_local to just "wmiirc" was enough.
About the directory name, .wmii by itself works, actually I have another directory called wmii-3.5 but it's empty.
So I'm going to keep my config in .wmii

By the way, if other people are experimenting with this noobish problem, let me know to correct the wiki, maybe it's just me.
