This may sound like a very uninformative post, but I can't remember the last time I had trouble running a simple:
convert Yui.jpg Yui.png
However now, it doesn't work on any image I try. I always get:
convert: no decode delegate for this image format `Yui.jpg' @ error/constitute.c/ReadImage/532.
convert: missing an image filename `Yui.png' @ error/convert.c/ConvertImageCommand/2970.
I tried reinstalling imagemagick... I'm using 6.6.2.10-1. Should I try compiling it or is there something simpler you recommend first?

Sorry, I meant: did you upgrade anything? If it was working OK and now it's not, maybe you misconfigured it? I don't think you need to configure it at all to just 'convert Yui.jpg Yui.png'.
Does it happen with all conversions? png -> jpg, jpg -> png, tiff -> png and so on?
Maybe the image is somehow 'weird', doest it happen with many different (not from the same source) pictures?
Edit: Try renaming Yui.jpg to Yui.jpeg and run
convert Yui.jpeg Yui.png

Something else is interesting. Display which is another imagemagick program fails as well:

It seems like imagemagick's ability to do things with images is broken! I have yet to find a single image on my system that will "display." I guess I should post my delegates.xml file.

I never encountered this problem, but you could check the output of
convert -list configure
The lines 'DELEGATES' and 'LIBS' may be interesting.

Aaah thanks. It turns out I've been overzealous about removing libtool files. The version I built failed because I used "!libtool" and as for the one from the repos, I have pacman aliased to a script that cleans my packages as it installs them.
I'll be more careful with that. This is the first program I've seen that genuinely needs the *.la
