can you disable the blinking cursor in tty?

I'm trying to use tmux in tty (no X) and can't seem to make the cursor not blink.

There is the method of echoing a certain escape sequence to change the cursor, yes, but it doesn't work here. The cursor blinks again in tmux. Neither does echoing again from inside tmux work: it does nothing. It's not tmux-specific either, since running vim gives the blinking cursor, too! And when I close tmux (or vim) the cursor blinks in the tty still, as if reset.

I found this fairly recent thread in the Debian forums, but there is no solution there, just the same issue, and it seems that the problem is deeper than one might think (there they suggest hacking the Kernel...)

I'm using agetty and zsh, in case that matters anything.
