Hello,
As the one who installed Arch for some colleagues, after the recent updates I noticed two of them having "Error activating XKB configuration" right after login.
Investigating the problem, I noticed both of them have Iranian keyboard layout added to their keyboard settings in Gnome. I tried in my system doing the same and I got the same error! (Keyboard Preferences/Layouts/Add/Country Iran)
I searched a lot and finally I replaced the "/usr/share/X11/kbd/symbols/ir" file with the older one from "xkeyboard-config-1.8-1-any.pkg.tar.gz". It worked instantly.
Now, I have not used bug report system yet and seems a bit complicated. Is this a bug and should be announced or there is other explanation?

Have you looked at what changed between the files? Anyway, it sounds like a bug should be filed to me.

here is the differences between "ir" symbol in xkeyboard-config1.8-1 and "ir" symbol in xkeyboard-config1.9-1

Checking with a program called Meld, it seems the 1.9-1 version is is missing this line in several places :
key <SPCE> { [ space, 0x100200c, nobreakspace, 0x100202F ] };
Also, it has these two lines repeated in 3 places :
include "nbsp(zwnj2nb3nnb4)";
include "level3(ralt_switch)";
Where the older 1.8 version has only this line in 2 places :
include "level3(ralt_switch)";
