Use C# of C++ (.net) if it is a requirement to run on windows only. I mean, right tool for the job and all.

A lot of people in this thread have said that Java isn't slow. I'm not a programmer (or not much of one), and I realize that for very simple applications it may not matter as much, but in many years of using software, and obsessively testing as many programs as I can find for similar tasks, it has definitely been my experience that Java programs feel about half as fast as similar programs written in other languages. I'm not knocking Java; there are a lot of things I like about it (--the portability especially--) but it's very hard to believe you when you say it isn't slow. Direct personal experience tells me otherwise.

Axelblue, if it needs to run on windows - this (being a Linux community) may not be the most obvious place to ask that kind of advice...
True and flawlessly cross platform? I can only see one option: web-based. The choice of language becomes limited to what you are comfortable with...
Look at the pro's, no install, true cross platform and easy to maintain.
I'd go for the PHP/mySQL tandem any time.
