I wanted to know if someone can tell me if there is a Admin(s) in charge of, oversees this forum?

Look up. See "User List". Click on that. Then filter by User Group: Moderators. Those are the forum moderators.
Some of the other forum themes (--I use Radium, set under Profile > Display--) show you which moderators moderate which subforums in the Index page.

I might also offer you some ADVICE on forum ETIQUETTE, after having looked through YOUR POSTS. Believe it or not, we have an Etiquette page on the ARCH WIKI (the wiki which you will also find linked to at the top of EVERY PAGE). I'd like to draw your attention to the WHOLE manual, but particularly to the following sections:

I've been on forums since 1986 and your caps are an insult and so is your assumed reply to this post.
I don't need any advice on forum etiquette and I'm not your boy.

Does this forum enjoy insulting people all the time and this forum does not believe in respecting others?
If you go back and look at all my posts I did nothing wrong!
I simply came here asking questions, seeking help, then it was assumed I was not doing my research and I should not be coming to the forum posting without researching it first, like I was being lazy or using the forum as some sort of crutch, but whatever the case it does not matter.
The MODS or anyone for that matter don't have the right to simply jump to assumptions and and start pointing fingers and tell them to be on their way and to do research before posting here.
I'm sorry but this is a world wide community of users around the world and people have different views and ideas on words and the choice of wording and where I come from when you make an assumption towards someone with these kind of words, whether you meant to or not you are insulting them.
If a person doesn't explain in the post that they didn't do such and such research somewhere, then should it be assumed they didn't and tell them go research before you post, or don't you think the proper thing by this person or MOD should be to then ask nicely and as example say something more like this, 'excuse me but did you do any research on this', rather then just assume...
Plus when you tell someone to do this and you don't reply back with any answers to the questions the person is seeking where I come from that is also another way of telling them to PISS off and come back when you've done your research.
Now I'm a guest in your house, those of us who do not volunteer or work on this forum in any way for Arch as a MOD or Developer, are more of a guest, outsider to Arch, so now are you going to respect my own personal views or tell me no?
Because if you don't respect what I'm saying then you might as well tell me and others you don't respect anyone's ideas when they are different then your own and then this isn't really a community.
