You are not logged in.
I can right-click on them, select 'move' and drag the little hand around, but the whole panel is greyed and no matter where I click, the move is unsuccessful and the plugin just goes to its original position.
I've tried deleting stuff in .config/xfce4/panel and .cache, so that the panel starts completely default, but it has the same issue.
Any ideas?

I have had this problem too. But have yet to find a solution. I did read somewhere that it might be a gtk2 bug. I'm not sure though.

Mine wouldn't move the way they are supposed to either, so for each item that I wanted to move, I renamed their config files in the order that I wanted them to be. Look for those files in the xfce4 panel folder found in ~/.config directory. Logging out and back in should put them in the correct location.
