I can see ă in file names, in the terminal, gui programs. Using tagtool, it will correctly show "ă" in a file name, but not in an ID3 tag, it just shows "?" for that character. Same behavior in mpd and mplayer.
I have no problems displaying lots of other non English characters, letters with umlauts, graves, rings, etc.
Edit: I deleted all tags and rewrote them with the command line program id3 making sure to only write v2 tags. The tags work in mpd/sonata now. The strange thing is I had written v2 tags previously and it wasn't working. For some reason deleting everything helped?

Probably the old tags had a different encoding than your system locale expected, and when you re-typed them, they were written with the correct encoding. Especially if these files came from some other OS, that's very likely.

You're probably right. The strange thing was that other characters like î, ș, and Ț were working just fine, all in this same batch of files. Only the ă characters were an issue.
