i did fresh install & kde wont login via cli or kdm
i can startxfce4 cli & kdm starts xfce4
but kde locks up hard
no caps lock once locked up tells me system is locked
i looked through forums & news without help that I seen
hopefully someone here has insight to get this machine up
i believe its a kde problem & not X as xfce4 loads no problem
this is not my pc its a friend & they are accustomed to kde
i put xfce4 to test X to make sure it kde

You don't need Xfce to test X, you only need X to test X. You can test the graphics card driver, keyboard and mouse in X alone, and then try the desktop environment.
Did you install the full KDE, or minimum, or selected meta packages of it?
Are you running the Hal deamon? Newer versions of X don't need it, but stable versions of KDE still do.
When you say locks up, what do you mean? How far does KDE get before it "locks up"?

pacman -Sy xorg kde
nothing fancy no kdemod
it locks up, ie no vc1 - vc6
if your system is just busy hitting the caps lock will light up on keyboard, this box does not
I have not made any changes to kde config so the default splash screen shows a pic of hard drive the others are still fuzzy waiting to come into focus

How are you starting KDM? Automatically from runlevel 5 with /etc/inittab? The default for that method would make KDM reload when KDE or X crashed, which yours is not doing..
Which graphics driver are you using for X?
You could edit ~/.kde4/share/config/kwinrc and change OpenGLIsUnsafe=false to OpenGLIsUnsafe=true to turn off OpenGL rendering.
This computer has enough memory to run KDE and hdd space to store settings in /home ?
