Can you fix a broken package using an Arch live cd [Solved]

Not sure how to explain this one

Can you install a package via an Arch based live cd to a lets say hard drive based Arch system?

I ran into an error [acl] where I could not run pacman so tried to chroot, well soon figured this was not going to make any difference

Without pacman running on broken system need a way to install from somewhere else

Hope that makes sense

EDIT looking in wiki I could use pacman -r path/to/root -S pkg [would that do above?]

Yes, pacman -r should work
