I do useradd, pacman loses network access!

Hi... I am a new user. I have given my background of Linux/Arch use here:

It is optional to read. Maybe it is helpful in understanding the nature of my problems.

I have a new problem. I don't know if it's just me or it really does work this way... But after fresh install, pacman is working. I even install a few packages from it and also update the pacman itself. The new, updated version of pacman works alright, too. But as soon as I add user using this:

useradd -m -g users -G audio,lp,optical,storage,video,wheel,games,power,scanner -s /bin/bash newuser

pacman suddenly stops working and says it cannot retrieve any files because there is no address record. I understand that this problem might arise due to network problem or erroneous configs of pacman. But after I encountered this problem I re-installed Arch and again noticed that pacman works fine until I add the user... After I have added the user once, I cannot get pacman to work even if I delete the new user. I tried but couldn't even think of what the problem could have been.
Please enlighten me with reasons and/or solutions.

"ifconfig", and "ping archlinux.org" please.

Ping won't work because my host PC is on a proxy server and the Admins do not allow pinging or name resolution outside the local area network. Internet works, nonetheless... I don't know exactly, but all the name resolution is performed by the proxy server itself, and ping is discarded if directed to an outside host. But that doesn't mean there should be any problems. As I told, pacman works alright after fresh install.
