Is there any way to install mp3 decoder except installing amarok?

It depends on what you mean by "mp3 decoder". You mean an application that can play mp3 files? There are plenty of audio players available (exaile, mpd, moc, quodlibet, deadbeef, etc). Or maybe a command line decoder that can decode mp3 files to wav (use lame in that case). For gstreamer-based applications (tomem, for example) use gstreamer0.10-ugly-plugins.

As already suggested by x33a you need libmad together with cmus (libmad is currently marked as an optional dependency to cmus) if you want to listen to .mp3 songs/streams.
