This error isn't specific to Arch.
Whenever I try running grub-install --no-floppy /dev/sda with Grub 1.99, it reports something like "it looks like there's an iso9660 file system, can't continue". I can't give the exact error message since my computer is officially trashed as of now.
I've never had a problem with Grub2 up until version 1.99.
Did anyone else experience the same sort of error?

iso9660 is a cd file system.
are you sure /dev/sda is not a cd device?

Is this the first time you are installing grub2 is it an upgrade from grub2 1.98 ? Grub 1.99~rc1 does lots of checks when installing to the mbr and /boot/grub. If you used a USB pen drive with one of the isohybrid images dd'd into it, grub2 will give out the error.
Can you give the fdisk output of your system and if possible 'grub_bios-install --no-floppy --debug /dev/sda' output.

I am absolutely, 100% sure I entered the correct command.
I just tried Ubuntu 11.04 and 10.10 on the same machine. I typed 'grub-install --no-floppy /dev/sda' both times. 10.10, which uses Grub 1.98 installed fine, but 11.04, which uses Grub 1.99 gave me the error.
When I upgraded from 1.98 to 1.99 on Arch, it did the exact same thing as well.

That might explain why since I was using an USB pen drive, but why did it do the same thing on Arch when I was booted on the hard drive?
I can't give you that output since Arch is no longer on my machine, I'm on Ubuntu 10.10.
