Why are certain packages so slow to update?

I'm wondering why certain popular packages, such as Banshee and Bash, take so long to be updated in the stable repos. Banshee 1.8.1 was released almost a month ago, and Bash 4.2 over a week ago (now in testing). It seems like some packages are updated instantly, but others, seemingly randomly, are never updated. Are there reasons for this?

bash-4.2 was in [testing] before the release announcement was even made...   but it has known issues that are being fixed upstream.  I will not release to [core] before then.

In conclusion, the developer knows best! tongue

It's because if a certain popular package gets updated and then the users find out that it's broken, they will hurt cute furry animals e.g. penguins.
