powernowd is obsolete, and the developer himself doesn't use it anymore. You can configure the up_threshold in cpufreq_ondemand, it's a LOT faster at sampling (10 microseconds on a core2) so it saves more power and gives much higher performance, and it has an option to ignore niced tasks. I'm going to explain how to do the things done here on the cpufrequtils page, then redirect this one to there

cpufreq ondemand has not worked for at least 2 past kernels, it simply refuses to switch governors, echo ondemand > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor does nothing with p4-clockmod
