Programming an application switcher.

Hi everyone. I want to develop a little application to switch active applications (like superswitcher) with Alt+Tab with the QT/KDE framework and i was hoping you can give some tips.
I can't find any good documentation to start (or i don't know how to find it). So, here is the first question: how can i get all the windows that are actually showing in the taskbar? And the second: in your experience, which language is better for this kind of applications, python, C++, etc???
