I followed the Android - Archwiki to install Android plugin for eclipse.
I have already installed the following packages as said in the archwiki.
shadyabhi@archlinux ~ $ pacman -Q | grep -e "android" -e "eclipse"
android-sdk r10-2
android-sdk-platform-tools r03-1
eclipse 3.6.2-1
eclipse-android 10.0.0-1
eclipse-emf 2.6.0-1
eclipse-gef 3.6.1-1
eclipse-pydev 1.6.5-4
eclipse-wtp-wst 3.2.3-1
shadyabhi@archlinux ~ $
But, I still cant see the Android pane (Eclipse -> Windows -> Preferences -> Android) in Eclipse Preferences.
There is something more than the archwiki that needs to be done for it to work.
I am on Arch64.

Don't bother with the eclipse-android AUR package. Not sure what it brings to the table besides confusion. Just install the ADT like it says on the Android dev site and it should just work. Be sure you have added yourself to the android group on your Arch machine, in order to have permissions to write to the eclipse folder.

Oh, and I never added those UDEV rules and things just worked. Linux is much nicer than Windows in that respect.

I agree with jdarnold (one of the few Archers that are actually older than am I )
Never-the-less, you might try eclipse -clean
