I've installed arch 6.0 on a laptop running on the 2.4 SCSI kernel.
Indeed, /proc/bus/usb does not exist. I'm not sure why...
I'm not sure how to get the full directory either.
I've viewed this thread and this thread and followed the advice to change the usb line in my fstab to usbfs /proc/bus/usb usbfs defaults 0 0. I'm not sure what I was expecting, but the problem didn't go away and my /proc/bus/usb did not magically appear afterwards.

Upgrade Arch (pacman -Syu) and the newer initscripts will mount it (only if you loaded the correct usb modules).

ok, I did the update. The usb directory is still not there.
Since I don't have permission to make the directory myself (even as root), I guess I'll call it quits here.
I'm using the arch 7.0 cd now. The problem has gone away.

I think it was because you had no usb module loaded, or something like that.
