Unicode broken?

So my Arch partition has gone unloved for a while before I decided I wanted to use it again. I've been using it for a few days and I just noticed this this
I'm pretty sure that used to be displayed properly. It's not just KDE/Dolphin, it isn't displayed properly in GNOME or even in the terminal. Ideas? It's displayed fine in Windows 7. A lot of applications won't open the files.

Now this is strange. When I open the zip where these files originally came from using file-roller or ark the names are of course messed up. So I opened the zip using WinRAR on my Windows XP guest and I added my home folder as a shared folder and extracted the files to it. They names are displayed correctly now.

Maybe this is happening because the Linux version of unzip does not support unicode filenames? Just a guess.

My guess is that the filenames are not encoded in utf8 at all. Try renaming them.
