i have a german keyboard layout and everything works fine except the < and > sign.
in my xorg.conf there is
Option "XkbRules" "xorg"
Option "XkbModel" "pc101"
Option "XkbLayout" "de"

stab in the dark here but ...
have you tried setting
Option "XkbModel" "pc105"
instead?

Use the following in xorg.conf (works with my DE-keyboard)
Option "XkbRules" "xorg"
Option "XkbModel" "pc105"
Option "XkbLayout" "de"
Option "XkbVariant" "nodeadkeys"
