Hyper-V & Arch Synthetic Network Driver Problems

I am having an issue where my Arch Virtual Machines which are being hosted in Hyper-V loses its network connection.

This has been happening since 2.6.36 though 2.6.37.3 (I haven't been on 2.6.37.4 long enough to see if the problem is going to continue)

Once the network card crashs I can't restart the service.  When I do I get the following error

Mar 17 16:57:37 hostname kernel: NETVSC: RndisFilterSetPacketFilter() ERROR!! timeout before we got a set response...
Mar 17 16:57:37 hostname kernel: NETVSC_DRV: netvsc_close() ERROR!! unable to close device (ret -1).

I suspect this may be a bug, but I've never written a bug report and would like some assistance in confirming whether or not this is a bug before I write one up.

Interestingly enough when the network driver crashs I appear to be able to ping the loopback address and the network address of the VM however, the network card being unable to be reset doesn't appear to be 100% true, as in the current instance of the crash, I am able to reset the network card and it will work again for a few minutes. 

Any advice on how to write this up into a bug report?
