So basically i have this idea.
My laptop boots to X/WM lets say openbox(without any panels,trays,anything). The desktop has an icons going from top to bottom with the names of the games. Every icon when pressed starts "epsxe -iso image.extension" <-- example.
My question to you fellow archers, is there a way to make active icons without any 3rd party software like pcmanfm --desktop. The WM should be as lightweight as possible.

I can't think of any minimal WMs that draw launchers on the desktop by default but, then again, I've only tried a couple. You may still need to interact with epsxe (or pcsx, or whatever) directly. My only real recommendation would be to use something more minimal than Openbox--something along the lines of DWM or its derivatives--that allows you to quckly and easily build from source with only the things you need.

I was thinking about a xml wallpaper. But i can't seem to find any info on how to set up one on a minimalistic wm.

I've used Idesk for a long time. It's easy to configure.

I might take Rasi's advice, and try uzbl which seems as a really lightweight browser.
