I have purchased an internal SD card reader. I have plugged the internal usb cord into the third usb slot on my motherboard, and when I power on the computer, the red power light on the device is bright. However, when I put cards into the device, the access light does not turn on, as it did when I ran Ubuntu linux. Hence, I suspect the problem is a software issue. How can I force the kernel to recognize the device?

If you had it working on Ubuntu, then it is probably a missing kernel driver.
Do you know what driver it used? You can plug it into the Ubuntu machine and check /var/log/messages for information.
