should I make my own kernel?

Well it seems to be enabled in the kernel config, have you had this working on a previous distro?
Have you checked that you've got switchable graphics enabled in the bios?
EDIT: I'm assuming your system is up to date and you're not using the -lts kernel?

debugfs has to be mounted, /sys/kernel/debug/ is empty otherwise.

I already enabled switchable in the bios
and also
I have already blacklist the radeon in the rc.conf
and in the /etc/modprobe.d/radeon.conf
I add this
options radeon modeset=0
btw hybrid card never worked on any distro I used before
intel i3 and ati HD 6630

is my ati card still working when I boot my laptop?
I mean will it cost power using?

Blacklisting in rc.conf doesn't do anything, it doesn't blacklist at all.

For me it is better than just blacklisting the radeon module as your discrete card is really off.
