Gnome3 Wallpaper Full Screen Tint

Has anyone attempted the following? Or could someone lead me in the right direction. I am attempting to find a solution for a full screen tint on all wallpapers. A transparent black overlay to be exact. I would love to set my wallpaper behind a full screen tint/overlay. What would be the best way to achieve this? Looked around for a solution but have not come up with anything relevant. Please advise. Thank you in advance.

The only thing that comes to mind would be a horribly hackish and unelegent usage of conky to fill the screen with a mid transparent layer. Give it a look but I recommend you find something nicer if you can of use the conky source to build something to do the job.
