Gnome shell shows 24 hour time, fix after restarting shell

Hi, so my problem is that I want normal 12 hour AM PM time. But it seems that gnome shell converts the time to 24 hour time and displays it on the top panel. I have gnome set to display 12 hour AM PM time, so im not sure why this is happening. Also, I can usually fix this by typing Alt+f2 and then "r" and restarting gnome shell. Doing this will show normal time again.

Why is this happening? Any way to fix it?

bump. No one else has this problem? Its very annoying having to reset gnome shell to see the time in the correct format. Any clues as to whats going on?
