wvdial modem not responding

I followed this wiki to configure my usb modem https://wiki.archlinux.org/index.php/ZTE_MF636

but running wvdial outputs the following:

--> Initializing modem.
--> Sending: ATZ
--> Sending: ATQ0
--> Re-Sending: ATZ
--> Modem not responding.

How can I solve this?
