Anybody have any suggestions for a video card to buy, preferably under or around 70$? PCI or PCI-E, mostly to play newer games. Right now I have an nVidia 7900 GS, but it doesn't support opengl 3.1, and I figured it's about time to pick up a new one.

Newer games and $70 does not go together. You need at least a GTS450 for newer games. Which starts at $110. I have one. Paid 85EUR for it. It's very nice, though I'll admit I haven't yet done gaming beyond Final Fantasy X and Duke Nukem 3D Polymer HRP. I do watch a lot of videos though, where vdpau's higher quality scaling is cool.

ATI HD5670 is still the best bang-for-buck card. I don't know about gaming on Linux but on Windows I ran Crysis 2 at 1024x768 resolution and "Hardcore" setting. And it was awesome on an analogue letterbox LCD (not so high-res; max 1280x1024) and just an entry-level Pentium Dual-Core. I think it should be around $70 by now.
I need real, proper pen and paper for this.

If Ebay or Craigslist are options, you may be able to find a cheap 9600GT, 9800GT or GTX 260. However if you seriously plan on gaming, I would suggest you try to save a bit more money for a decent card.
