autoboot after power loss

with ATX motherboards post Pentium 1, the power switch is no longer a toggle button.... is there anyway to emulate this behavior?

in my apartment, I blow a fuse about twice a week... problem is, alot of times, I forget to boot up my server... so I want it to auto-boot.  Taping the power button down won't do, because the motherboard will pick up the whol 8 second auto-power-down thing...

Ideas?

Do what homer simpson did and get one of those pecky bird thingy's to keep hitting it.
