I'm running Archlinux - KDE 4.7.0-1.
And i dont't know when its happen...

Restart always fixes taskbar but I don't like to restart computer... maybe taskbar can be "restarted"?

Not the best way to "restart" plasma, but anyway:
$ kquitapp plasma-desktop
$ plasma-desktop

I found that similar bug is submitted at http://osdir.com/ml/plasma-bugs/2011-07/msg00718.html but not replayed yet, altought I am not dragging windows between desktops... Anyway, right click on KDE taskbar, Remove then Add taskbar again removes holes. Also found taskbar called Smooth Tasks, which can be installed with
yaourt -S smooth-tasks-fork
and which, so far, does not makes troubles. There are actually three Smooth Tasks packages in AUR https://aur.archlinux.org/packages.php? … _Search=Go , I choosed smooth-tasks-fork
