dvdauthor -T error

what am i doing wrong here, there is little dodumentation on this error.
im trying to create a toc, or table of contents for a movie, and i get an error

i ran $ dvdbackup -i /dev/dvd -o ~ -F which was the only way i could grab the main title set (was titleset 7) (without error)

then i tried to run

$ cd ~/MOVIE_NAME/VIDEO_TS
$ dvdauthor -o ~/MOVIE_NAME -T

but im getting the error

INFO: dvdauthor creating table of contents
ERR:  Titleset #7 (VTS_07_0.IFO) does not immediately follow the last titleset

  not know all too much about how a dvd is authored on the inside, i.e. the .ifo file, im gathering that even if i renamed all the vobs from their current VTS_07_x.xxx to VTS_01_x.xxx i would still end up with the same problem. 

what kind of lossless reauthoring can i do to the titleset to get the toc (video_ts.ifo i believe) file created so i can burn?
