I have a Brother HL-2220, which doesn't appear in any packages in the AUR (I already have CUPS and hplip installed, and the printer isn't yet recognized with cupsd running). Its drivers are available here, in both rpm and deb format. How can I install them?

Read this on how to extract a deb file:

Once it is extracted, you can create a package and then install it.
Here is a PKGBUILD file for a similar package:
Your packages will likely have similar dependencies.
Another method that is warned against is using the Debian package manager. I do not know the results of doing this.

Problem is I'm not sure how to install it, the only instructions Brother has is for people with Debian or RPM-based installers. I've extracted the packages, so now do I just copy the contents of cupswrapperHL2220/usr/ and hl2220lpr/usr into /usr/, hl2220lpr/var into /var/? Or do I really need to make a PKGBUILD first?

I had to install "cups-usblp" from the AUR to get my Brother working, no special drivers needed.

Well, it will replace your original cups installation. So you can uninstall cups and install the other.
