If you are a developer that needs a testing environment I would go for Apache server; it's just as easy to set up and it's the measuring bar for most web apps.

What does "functional" mean to you?
It's a very nive webserver that supports php via fastcgi and mysql... There are also many modules in the config I never used. It has also url rewriting but I never used that.

You could give Cherokee and Engine X a try.
The former is lightweight but fullfeatured, and has a web based admin module which makes setup very easy.
nginx is also easy to setup (not via web ui though), and behaves great on heavy traffic.

I see no reason why it shouldn't.
The only issue is that the rewrite configuration differs from that of apache, I guess.
