I'm trying to connect to this WPA enabled router, but it keeps failing with reason=9.

I tried using wpa_supplicant gui also, same result.

These are the flags the router has, according to wpa_supplicant gui: [WPA-PSK-TKIP+CCMP][WPA2-PSK-TKIP+CCMP][WPS][ESS]
I can connect to my phone's WEP network, and another WEP at home just fine.

Try wpa_supplicant on its own, verbose and in the foreground, and examine the output. If your router has logs, they may also be useful.
