Resizing partition without a LiveCD

I'm running out of space on the /home partition, but I've got way too much space on the / partition. Is there a way to safely shrink the root partition and then expand the home without using gparted on a LiveCD? I have a have a hard time physically accessing the computer at the moment but I'd really like to do this as soon as possible.

No. Partitioning needs the partitions to be unmounted. Since you need to partition the root, you cannot do it. With only /home there is a way that you can mount /home under your root temporarily and get away with it but even that process is not trivial.

Your best bet is to get hold of GParted Live or any other live cd offering partitioning.
