Wireless devices' rfkill defaults to software block

Ever since kernel 3.0 where they dropped the RaLink staging drivers and replaced it with rt2800pci I've been having some really annoying issues with my wireless. The most annoying one is that my rfkill list will show something like this when I reboot:

1: eeepc-wlan: Wireless LAN
Soft blocked: no
Hard blocked: no
2: eeepc-bluetooth: Bluetooth
Soft blocked: no
Hard blocked: no

Then if I have some issue connecting to a wireless network using netcfg, rfkill list will show:

1: eeepc-wlan: Wireless LAN
Soft blocked: no
Hard blocked: no
2: eeepc-bluetooth: Bluetooth
Soft blocked: no
Hard blocked: no
3: phy1: Wireless LAN
Soft blocked: yes
Hard blocked: no

This will keep occurring if I have issues connecting to a network except that the rfkill number will increment for the phy1 device (i.e. 3 -> 4). It seems to me that maybe I'm running too many wireless modules/drivers, I've got rt2800 and rt2x00 modules. I was under the impression that they were both supposed to be running but I'm not so sure anymore. I feel like I've just got a poor understanding of all the modules and help would be greatly appreciated.
