The problem is a little odd itself.
I have a dlink DFE-520TX PCI LAN adapter which is currently recognised as eth0 in my Arch box. The driver used is VIA Rhine III and it was working all fine.
Just a day before I noticed, I couldn't connect to the internet, I can connect to the gateway my ISP provides. But ping results are mostly RTOs. Initially it seemed like a problem with the ISP but the same problem happened in my Ubuntu installation as well.
So, I booted into windows and saw the network was working. I could surf the internet. I did this quite a few times- boot into linux, try pinging the gateway with mostly RTOs and then back into windows with a working connection. So, probably my ISP isn't bluffing with me.
Although in windows, there's another problem - sometimes the network icon in the taskbar very freqently shows disconnected and back on. So, I opened the chesis, refitted the LAN card and still nothing.
ifconfig recognises both my onboard (eth1, dysfunctional) LAN adapter and the pci one. I tried disabling eth1 which solved nothing. Whats more, I cant ping localhost. There's no output at all.
Could it be a hardware problem?

but its working absolutely fine in Windows. I doubt the problem is with the cable.

Which would lead me to think of a hardware issue of some sort (sounds like a short loss of link). A very lowlevel test would be to simply try another networkcable.

Now I've found some other people with (quite) the same problems as mine.

Only difference is these people cant connect, while in my case I have large amounts of packet loss.
I'm suspecting a problem in the driver, but the odd thing is its been working all fine throughout; just recently I'm having the problem in both my linux installations.
One more fact I've noticed: I've to login through a web interface to access the internet. If I first boot into windows and log into the service and the boot into linux without logging out (from my ISP) it works. I can ping with no pkt loss (even the gateway failed before) and all well. Strange as it may sound, it is (probably) actually happening. I've noticed quite a few times.

I finally found the problem. It was the duplex settings of the card. It 'd be 10T Half duplex ideally for my network which (set in windows) if I restarted from windows, 'll be retained. Otherwise it started in full duplex which doesn't work for my connection. Use mii-tools or ethtools to change it.
