So, I did the new pacman key stuff (both init and the --populate archlinux bit), and I *think* my pacman.conf file is right (see below), and I have servers uncommented in my mirrorlist file, however, I still can not get any packages to upgrade.

I've been looking through the forums, however I still can not get pacman -Syyu to find anything to upgrade, despite the fact that I have a lot of packages to upgrade.

What is the output of pacman -Syyu?
If you want to use package signing you should remove/comment out your line 'SigLevel = Never' and uncomment the 'SigLevel = PackageRequired' lines for all used repositories.

I also tried commenting out the 'SigLevel = Never' and uncommenting my SigLevel lines for the repos, but I get the same results.

only the first uncommented mirror is used always.
you seem to be using the mirrors.kernel.org always. try commenting those and see if one of the US servers that you have uncommented already work for you.

What is this script doing exactly, pulling a brand new mirrorlist from archlinux.org and replacing the original? Do mirrorlists go 'bad?'

With a couple of tiny edits, it's described in the link, just put the script somewhere and alias it in your .bashrc for updating - I use it every day for updating/upgrading.

Yes, it's downloading new country-specified mirrorlist and places it in place of the old one. Your mirrorlist haven't 'gone bad', it was just outdated. My guess is the last time you updated pacman-mirrorlist it was saved as mirrorlist.pacnew and you haven't renamed it. In Arch you have sometimes to manually edit some files after upgrade. It's a good practice to search for *.pacnew and *.pacsave files after upgrade and compare it to original ones to see if something important had been changed. Vimdiff is a great tool to do it, if you're familiar with vim.
