ip_forward changing by itself.

I am using iptables to share my WIFI connection with my Xbox through a cable connection.
I am connecting to wireless network using wpa-supplicant and dhclient.
Everything seems to work fine, but sometimes the value in /proc/sys/net/ipv4/ip_forward seems to change by itself ( I write "1" to it at every boot and the connection works on my xbox, but sometimes I get disconnected, I check the value in ip_forward and it's 0).
I've even added =1 to /etc/sysctl.conf.
What is causing ip_forward to change value by itself and what can I do to avoid this?
I don't know if it's related, but I have networkmanager installed, but disabled (as in systemctl  disable)
