remote connection to mysql

I have a mysql db running on one of my computers and I want to be able to access it from a remote machine.  I have created user on the db which is supposed to be allowed to connect from all hosts and the same user who is restricted to localhost (I read somewhere in the mysql docs about this being necessary).  I haven't modified the installation from the arch package.

I can connect quite happily from the local machine, but whenever I try to connect from the remote machine I get a connection refused.

I have tried to connect using both Java JDBC drivers and telnet with the same result...

Can anyone shed any light on why this might be the case...?

edit /etc/my.cnf
comment out the 'skip networking' line
restart mysql
make sure your firefall isn't blocking the mysql port
