Cannot Install Rails

I am following the guide here . I am on step 4 and am experiencing problems:

ERROR:  Error installing refinerycms:
	truncate_html requires Ruby version >= 1.9.
ERROR:  Error installing refinerycms-i18n:
	truncate_html requires Ruby version >= 1.9.

I am thinking that since the guide is having me "use ree" (1.8.7) it gives that error.

What can I do?
