Here's some wierd stuff:
[proteus@localhost ~]$ traceroute www.archlinux.org
traceroute to archlinux.org (207.44.144.16), 30 hops max, 40 byte packets
1 192.168.0.1 (192.168.0.1) 0.279 ms 0.629 ms 0.267 ms
2 * * *

4 * * *

Keeps timing out after it hits the router. I do have 'net access, and neither my router nor my ISP block ICMP (though my router is set not to respond to pings).
What is going on here?

Just a stab (no research, just a thought) Since you have a router of a 192.168.0.1 I'll assume you have a router on your own network with NAT enabled. Try having the ports forwarded to your computer (not sure which traceroute uses, but not much is needed to find out).

Try if the same happens in mtr maybe?
