Wifi VERY slow! RTL wireless.

I have serched high and low for a solution to this and I have not found a single one that has worked thus far. This seemed promising but didn't help much: https://bbs.archlinux.org/viewtopic.php?id=143350

My iwconfig is:

enp11s0   no wireless extensions.

lo        no wireless extensions.

Running a

lspci | egrep -i --color 'network|ethernet'

coammnd gives me the following:

0a:00.0 Network controller: Realtek Semiconductor Co., Ltd. RTL8191SEvB Wireless LAN Controller (rev 10)
0b:00.0 Ethernet controller: Qualcomm Atheros AR8131 Gigabit Ethernet (rev c0)

So apparently I am running an RTL8191SEvB card. I have tried executing the options in that ubuntu forum page changing athk9 to RTL8191SEvB and it did not work. I have also tried turning off IPV6 and it did not work. On Windows I am able to get roughly 15Mb/s download and on Arch I am having a hard time getting any more than 3Mb/s download.

Some please help!
