GnuPG as a keyserver (Client pam auth to a gpg keyserver)?

Anyone know if this is possible?
I Google and check the man-pages and there's hints about it but this is all I've got so far:

gpg-agent --server

And that doesn't get me very far, is it possible to setup the following:

[Client >PAM] --- (network) --> [gpg-agent --server | Server]
