This is the file /etc/NetworkManager/dispatcher.d/execute.sh:

echo 2 $0 $1 $2 $3 $4 >~ezzetabi/testme
And it marked as executable (chmod 700).
However, no ~ezzetabi/testme file ever gets created as the script is never called.
In log there is this creepy line, that might be connected:
nov 17 12:24:51 pendulum NetworkManager[16657]: <warn> Dispatcher failed: (32) Unit dbus-org.freedesktop.nm-dispatcher.service failed to load: No such file or directory.

Dispatching is not enabled by default...
# systemctl enable NetworkManager-dispatcher.service
# systemctl start NetworkManager-dispatcher.service

It is now enabled along with NetworkManager, but that was not the case in older versions of the package.
