How to disable the "omit extension" behavior of apache?

Hi.

It seems that my apache installation omits file extensions in the url autometically. For example, when I access http://localhost/~[username]/index, the result is what index.php should return.
I have already disabled mod_rewrite so this behavior must be caused by some other configuration. This behavior is annoying because it seems to conflict with rewriting rules when mod_rewrite is enabled.

Any ideas?
