tcpdump says that it is listening nflog, link type NFLOG, (linux netfilter log messages), but does not write a single packet to the console, even when a 'ping' is currently active.
An Internet search was not particularly helpful, but apparently iptables can log to NFLOG (-j NFLOG) whereas my firewall logs to LOG. What is the difference?
