Network service freeze another apps (mc,httpd)

Hi,
I have two networks, and if network with global internet connection support can't connect (wrong internet connects settings or cable unplagged), some programms not working:
httpd can't start (failed: timeout)
mc starts too slow (2-3min)
ping freeze
if I connect (with correct network settings) cable or stop network service these programs work fine.
also after 15min if I don't turn off network or connect cable programms don't work.
It is normal or not?
if I disconnect cable after succeful internet connection programms work fine until I restart netwrok service.
second network card connect by another programm and plug/unplug cable doesn't have any effect

add:
I try to manually write commands without daemon and run mc after each command
the problem is similar after succeful third ( the latest) command:

ip route add default via ${gateway}'

I just test to connect to router without internet connection ( only local network), the problem is similar. It looks very strange. I can't image what I should to do.
