When I do 'pacman -Syy' it fails to connect to the repos. If I cancel and then try again it connects. See screenshot:

The same thing also happens in Steam and certain web browsers such as midori and epiphany. It attempts to load the page but it cannot connect; I refresh and it can.
This only ever happens in Arch Linux or Manjaro. Every other distro works fine. I also have this problem on other computers. Any help would be appreciated

Sorry but I'm a bit of a noob. It's a wireless connection. What's the journal and what do you mean by what's controlling my network connection?

The journal is where your logs are stored. To read your logs, run journalctl as root https://wiki.archlinux.org/index.php/Journalctl#Journal
What systemd services have you enabled that control your network? For a wired connection, you probably want to enable just the dhcpcd systemd service.
To find the services you have running, use systemctl --type=service

You are using NetworkManager to control your network connection. Do you not remember installing and enabling it? (Or is this not Arch Linux ?)

Ahh Okay. Yes this is arch linux and I do remember installing and enabling it.
After running pacman -Syy this is what I get from the journal:

Apr 12 11:46:11 Linux-PC dbus[253]: [system] Activation via systemd failed for unit 'dbus-org.freedesktop.ModemManager1.service': Unit dbus-org.freedesktop.ModemManager1.service failed to load: No such file or directory.
I don't think that is it though. I don't have a modem. I googled it and found out that it's a dependancy of Network Manager so I enabled it but still no difference.
